Eligibility Criteria
- Be a citizen of a country that is a member of the Organization of Islamic Cooperation, the Non-Aligned Movement, a Small Island Developing State, or a country with shared cultural, ethnic, or historical ties with Azerbaijan (see full list below).
- Not hold Azerbaijani citizenship.
- Meet the age requirements for your chosen program level (under 35 for undergraduate and general medicine, under 40 for graduate and medical residency, under 45 for doctoral).
- Possess a strong academic record with a GPA of at least 70% on a 100-point scale.
- Meet English language proficiency requirements (minimum IELTS 5 for undergraduate, minimum IELTS 5.5 for graduate). Proficiency in other languages (Turkish, Russian, Azerbaijani) may be considered.
- Be in good health and submit recent medical test results (HIV/AIDS, Hepatitis B/C).

Application Process
The application process is two-staged:

Nomination by Home Country: Submit the required documents to the relevant authorities in your home country by May 20, 2024 (6 PM Baku time) to receive an official nomination for the scholarship program.

Online Application: If nominated, you can proceed to the second stage by submitting an online application through the Study in Azerbaijan Centralized Admission Service (SIACAS) website between June 16 and July 1, 2024. During this stage, you will:
- Choose the “Heydar Aliyev – International Education Grant” program.
- Select two preferred specialties at different Azerbaijani universities.
- Upload all necessary documents.
- Track your application status and receive notifications through SIACAS.
